SAM Implementation Examples

The following sections present examples of SAM implementation.
SAMAN (Schoolwide Applications Model Analysis System) and academic achievement/progress in standardized test have been collected to measure conceptual growth of school.

About SAMAN
SAMAN Critical Items
SAMAN is designed to evaluate school's progress in the implementation of the SAM. The results of SAMAN assist school site teams, administrators, and/or district administrators to track progress of the 15 critical features of the SAM and data-based decision-making. The 15 critical features in SAMAN are:
  1. School serves all students.
  2. All students at school are considered general education students.
  3. General education teachers assume responsibility for all students at the school.
  4. School is inclusive of all students for all school functions.
  5. School is organized to provide all accommodations to students in such a way as to maximize the number of students who will benefit.
  6. All students are taught in accordance with the general curriculum.
  7. The school has an active, schoolwide PBS program operating at all 3 levels.
  8. School is a data-driven, collective, decision-making, learning organization with all major functions guided by team processes.
  9. School effectively utilizing general education students in instruction of students in need of supports in all instructional environments.
  10. All personnel at the school participate in the teaching/ learning process and are valued for their respective contributions to pupil academic and social outcomes.
  11. School personnel use a uniform, non-categorical lexicon to describe both personnel and teaching/ learning functions.
  12. School has established a SLT empowered by the school and the District to implement SAM at the school.
  13. School has working partnership with families of students who attend the school.
  14. School has working partnership with its community businesses and service providers.
  15. SAM implementation at the school site is fully recognized and supported by the District.
SAMAN data from each feature can separately be analyzed or aggregated for School Leadership Teams (SLTs) at each school. This process provides SLTs with snapshots of SAM toward full implementation and clear objectives for School Centered Planning.

Inter-rater Reliability of SAMAN
SAMAN's inter-rater reliability has been examined with two different trained evaluators. In the data collection, one data collector took the primary role for conducting and scoring the SAMAN, while a second data collector scored the SAMAN on a separate copy of the instrument. Interrater reliability was based on an item-by-item comparison and calculated by dividing the number of items with perfect agreement by the total number of SAMAN items (15) and multiplying by 100. The following table shows results of inter-rater reliability.

In June 2004, two schools were examined, and the average interrator reliability was 73%. Four schools including the two schools examined in 2004 were examined in Feb. 2005, and the average interrator reliability was 86.75% (range= 80%-93%). The average interrator reliability on SAMAN items across 2004 and 2005 was 82.16% (range= 73%-93%). The interrater reliability check continued in 2005-2006 school year. The average interrator reliability in Dec. 2005 was 94.75% (range= 93%-100%) with four SAM schools. In May 2006, the reliability with seven SAM schools were examined, and results showed 89.57%. As a total, the average interrator reliability was 86.02%.
