How does SAM work?
SAM is accessed by contract from a school district to SAMSCHOOLS, LLC, a company directed by Wayne Sailor and Blair Roger.
Schools are the unit of analysis under SAM and are served by two-person teams provided by SAMSCHOOLS, LLC to clusters of schools within cohorts. A cluster is a defined, for purposes of estimating costs, as: Four elementary schools; two elementary schools and one middle school; two middle schools; or one high school. The definition applies regardless of size of schools in terms of pupil enrollment. A cohort is defined as one or more clusters of schools that SAM engages in any one academic year. For example, two clusters of schools in Year 1 becomes cohort 1, two additional clusters in Year 2 becomes cohort 2, etc.
Each cluster is served by a two-person team that visits participating schools during 4 two-day site visits per academic year, for up to 3 years. One member of each cluster team remains constant, to form a close relationship with each cluster school, and the other may vary from visit to visit depending on the specific, planned activities for that visit. In this way SAMSCHOOLS, LLC can match school Action Plan requirements for technical assistance and training with personnel who have particular expertise in those areas.
SAM commits to a three year engagement of school cohorts, renewable a year at a time at the discretion of either the district or SAMSCHOOLS, LLC. SAM is designed to build capacity within schools and their districts, so that SAMSCHOOLS, LLC can phase out of its involvement at the conclusion of a three-year period of engagement with any cohort learning the SAM process to continue to develop on school and district resources, with only limited follow up support from SAMSCHOOLS, LLC as needed.
